This is Skype for Business v16.28.142 on OS X 10.13. We can reproduce the error with different users on different machines. Looking on line, some people have advised that the root certificate that the Skype server uses be installed on the local OS X machine, which we have done, and trusted. We can also login to Skype outside the domain environment on a PC or Mac running Skype for Business / Lync 2011 We cant sign in on iPhone, Lumia or Android. We have checked that the clock is correct with time on site.
